Kauai Building Permit Process: Application, Plan Check, and County Requirements

Kauai County processes building permits through its own Department of Public Works, with a plan check process, fee schedule, and code requirements independent of Oahu. For architects and contractors used to the Honolulu DPP workflow, Kauai introduces several county-specific layers — particularly the SMA (Special Management Area) permit, which affects a significant portion of the island's most desirable coastal parcels.

Kauai County Department of Public Works

Building permits on Kauai are issued by the Kauai County Department of Public Works (DPW), Building Division, located in Lihue. Unlike Hawaii County, which has a satellite office on the west side, all Kauai permit applications are processed through the single Lihue office. The office serves the entire island — from Hanalei and the North Shore to Poipu and the South Shore, and the west side through Waimea.

Kauai DPW has been expanding its online capabilities, and some project types now accept electronic plan submissions. Confirm current submission options with the office before preparing your package — the available workflow has evolved significantly in recent years.

Building permit application: what to include

A standard Kauai residential building permit application requires:

  • Completed Kauai DPW application form
  • Site plan with TMK, lot dimensions, setbacks, all existing and proposed structures
  • Architectural drawings: floor plans, elevations, sections, details
  • Structural drawings with licensed engineer's stamp
  • Hurricane strapping and tie-down schedule (see below)
  • Energy code compliance documentation
  • Grading and drainage plan for sites with significant topography
  • DOH wastewater system approval if on cesspools or individual systems
  • SMA permit (if applicable — see SMA section below)

SMA permits: the coastal layer that affects most Kauai projects

Kauai's coastline is almost entirely within the Special Management Area (SMA), defined under Chapter 205A of the Hawaii Revised Statutes and administered by the Kauai Planning Department (not DPW). An SMA permit is required for any development within the SMA that exceeds the county's minor development threshold — currently a construction value threshold that captures most residential additions and all new construction in coastal areas.

SMA permits on Kauai require a separate application and review process that runs concurrently with — but independently of — the building permit review. You need both. The SMA review evaluates impacts on coastal resources, shoreline access, and visual character. The Planning Commission reviews major SMA permits at public hearings.

Exempt

Minor development below the county's valuation threshold; routine maintenance; emergency repairs. Verify current threshold — it changes periodically.

Minor SMA (administrative approval)

Development above the threshold but below criteria triggering a public hearing. Reviewed by the Planning Director; typically 30–60 days.

Major SMA (Planning Commission hearing)

Larger developments, projects with potential coastal impact, or projects that receive public comment. Public hearing required; 90–180 days is common.

The SMA permit must be in hand before the building permit can be issued. Plan your project timeline to account for both review periods running in parallel, and add buffer for potential Planning Commission continuances on major SMA applications.

Hurricane strapping and wind code

Kauai was struck by Hurricane Iniki in 1992, and the event permanently shaped the island's building code requirements. Kauai enforces strict hurricane strapping and tie-down requirements for all new construction and significant additions. Structural drawings must include a complete hurricane strap and tie-down schedule showing every connection from roof to foundation.

Common plan check comments related to hurricane strapping:

  • Strap schedule not coordinated with framing plan
  • Connector hardware specified is not rated for the design wind speed at the specific exposure category
  • Roof-to-wall and wall-to-foundation connections shown on elevations but not in a separate strap schedule
  • Non-corrosion-resistant hardware specified for coastal locations

Kauai's coastal exposure categories and design wind speeds should be calculated using ASCE 7 with wind speed maps and exposure category verified for the specific site location. The North Shore and the west side (Waimea Canyon area) can have significantly different exposure conditions from the more sheltered south shore.

Kauai zoning: key districts

Plan check timeline and fees

Kauai DPW plan check timelines for residential projects typically run 8–16 weeks for a first review. Comment response rounds add 4–8 weeks each. Total permit processing from initial submission to permit issuance on a new single-family residence commonly runs 6–12 months when SMA review is also required.

Fees are based on project valuation using a schedule maintained by DPW. Separate fees apply for building, electrical, plumbing, and mechanical permits. Verify the current fee schedule with DPW at time of application — the schedule is updated periodically.
